为煽动行为，传播或广播可能危害阿联酋安全和最高利益、损害公共秩序，或煽动攻击司法执法人员、治安人员的信息、新闻、漫画或其他图像，而创建、管理、监督网站或使用信息网络、设备的，处有期徒刑并处不超过1,000,000迪拉姆罚款。
