Anyone who manages, prepares or provides a place for the consumption of any of the narcotics or psychotropic substances stipulated in schedules Nos. (1, 2, 4, 5), attached thereto shall be punished by imprisonment for a period of no less than ten years and a fine of no less than one hundred thousand dirhams. Any person, who manages, prepares or provides a place for the use of any of the narcotic substances or psychotropic substances listed in Schedules No. (3, 6, 7 and 8) attached thereto or to any substance of narcotic drugs or psychotropic substances to which the provisions of Article (12), Second Paragraph , of this Law by Decree apply. The penalty shall be life imprisonment and a fine of no less than one hundred thousand dirhams in the event of recurrence of committing any of the aforementioned crimes.
