No medical prescription for any narcotic or psychotropic substance may be issued except by physicians licensed to practice human or veterinary medicine in the State, where such prescription is required for medical treatment within the scope of the treating physician’s specialty, and subject to the quantities specified in Schedule (9) annexed hereto or deter-mined in accordance with the scientifically approved principles adopted by the Estab-lishment pursuant to Article (34) of this Decree by Law. The Cabinet shall, upon the proposal of the Chairman of the Board and after coordination with the Authority and the federal authority concerned with customs affairs in the State, issue a resolution specifying the controls governing medical prescriptions issued abroad for narcotics and psychotropic substances and the procedures for bringing them into the State by the patient in whose name the prescription is issued or by a third party.
