The Qualified Electronic Delivery Service shall meet the following conditions: 1.To be provided by one or more Qualified Trust Service Providers. 2.Ensuring the identification of the sender based on a high level of security and trust, as specified by the Executive Regulations of this Decree Law. 3.Ensuring the identification of the Addressee before the data is delivered. 4.Signing or sealing the sent data with a Reliable Electronic Signature or a Reliable Electronic Seal by a Qualified Trust Service Provider or by any other method specified by the Executive Regulations of this Decree Law. 5.Notifying both the sender and recipient of any necessary change in the sent data as required by the service. 6.Stamping the time of sending and receiving data and any alterations thereto with a Qualified Electronic Time Stamp. 7.Any other conditions specified by the Executive Regulations of this Decree Law.
