1. Physical or virtual commercial businesses may not sell their goods by public auction except in one of the following cases and after obtaining the necessary licence from the local authorities: a. Final liquidation of the commercial business. b. Final discontinuance of trade in one or more categories handled by the business. c. Liquidation of a branch of the commercial business, unless that branch is located in the same city as the business's head office. d. Relocation of the head office and its branches from one Emirate to another. In this case liquidation shall be completed within no more than four months, and the activity terminated by liquidation may not be practised in that Emirate until at least one year has elapsed from the end of the auction. e. Liquidation of goods damaged by fire, water leakage, humidity, insects or the like. 2. The competent authority shall issue a decision regulating and specifying the liquidation and public-auction procedures under this Article.
