Whoever shall be authorised to possess and acquires one of the substances mentioned in the schedules attached thereto, and violates the purpose for which he is authorised, shall be punished with imprisonment for a period of no less than five years and a fine of no less than one hundred thousand dirhams. If the crime is committed with the intent of trafficking or promotion, the penalty shall be life imprisonment and a fine of no less than one hundred thousand dirhams and not more than two hundred thousand dirhams. In the case of recurrence, the penalty shall be death.
