Section Three: Licenses

Authorities licensed to traffic in narcotics or psychotropic substances may not sell or deliver these substances or assign them in any capacity whatsoever except to the following persons: 1. Managers of drug stores, pharmacies and pharmaceutical factories licensed to practice the trafficking; 2. Managers of pharmacies in hospitals, warehouses, psychiatric institutions and licensed clinics, if they are pharmacists; 3. Physicians of licensed hospitals, clinics and psychiatric institutions determined by these authorities, if they do not have pharmacists; 4. Managers of licensed chemical analysis laboratories or medical, scientific and industrial research laboratories; and 5. Representatives of government agencies and recognized scientific institutes.
