Replaces the former regulation with 16 articles governing the Ministry's Home, comprising the Child Care Centre and Youth Homes. It addresses services and funding, beneficiary categories, personal files, placement and exit from care, dedicated arrangements for persons with disabilities, and volunteering rules including confidentiality and a ban on unauthorised photography; for volunteer-rule breaches, the Ministry may impose one or both of an OMR 100–500 fine and suspension of the service or programme.

Scope and exclusions
Applies to
Covers the listed categories: children born in Oman to unknown parents; specified children of an unknown father and Omani mother where the required prosecution, other final authority or court decision exists; and orphans or children deprived of parental or fourth-degree-relative care. In emergencies, the director-general may approve other categories. Male beneficiaries move to Youth Homes at 14 and female beneficiaries to designated units in the Home at 18; the ordinary upper exit conditions are age 26 for males and 30 for females with a stable income, subject to the Regulation's stated exceptions.
Limitations and exclusions
This is the regime for the specified government Home, not a general licensing framework for all child-care institutions. It does not replace Child Law 22/2014, foster-family rules, parentage determinations, nationality, guardianship, criminal safeguards or an individual social assessment; the Home's internal system is issued separately by the director-general.
