1. The application for admission to the protection program shall be submitted by the competent authority or judicial authority to the competent court, and the executive regulations of this Law shall determine the documents required to be enclosed with the application. 2. The competent court shall scrutinize the application in light of the criteria described in Article [8] of this Law. 3. The competent court shall decide on the application not later than fifteen [15] days from the submission date of the application, and its decision in this regard shall be final and non-appealable by any means whatsoever.
