1. The penal and correctional institution must inform each inmate of the duties and prohibitions he must adhere to, in a language that he understands. 2. Any inmate who violates the laws, regulations or systems in force in the penal and correctional institution shall be subject to disciplinary punishment, without prejudice to criminal or civil liability, where necessary.
