The Pharmacy may dispense narcotics or psychotropic substances under licence cards issued by the Competent Administrative Authority to the following persons: 1. Physicians licensed to practice human or veterinary medicine. 2. Pharmacists of hospitals, clinics and psychiatric institutions. 3. Doctors of hospitals, clinics and psychiatric institutions designated by these authorities, if they do not have pharmacists.
