by Decree shall be prohibited to produce or manufacture any of the substances listed in Schedules Nos. 3, 6, 7, 8. The Authorities mentioned in the aforementioned Clauses may not undertake any of the activities stipulated in the previous paragraph unless after obtaining a license to do so from the Competent Administrative Authority, and the provisions of Articles (18) Second Paragraph, (19), (20), ( 21), (22) of this Law by Decree.
