1. Any entitled person may file a written grievance against the decisions or sanctions imposed pursuant to the provisions of this Decree by Law, its Executive Regulations, and the resolutions issued in implementation thereof, within a period not exceeding (60) sixty days from the date of being notified of the decision or sanction being grieved. 2. A Grievance Committee shall be established within the Licensing Authority, and its formation and rule of procedures shall be determined by a decision from the Head of the Licensing Authority or their delegate. This Committee shall be responsible for deciding on the grievances referred to in Clause (1) of this Article within (60) sixty days from the date of their submission. The decision issued on the grievance shall be final, and the grievant shall be notified thereof. 3. Lawsuits concerning disputes arising from the implementation of the provisions of this Decree by Law, its Executive Regulations, and the resolutions issued in implementation thereof, shall not be accepted at the first instance, except after the submission of the aforementioned grievance and its resolution, or upon the expiration of the legally prescribed period for its adjudication, as the case may be.
