Any person who incites a male or female, or entices or seduces them by any means, to commit debauchery or prostitution, or who assists in such acts, shall be punished by imprisonment for a period of not less than two (2) years and a fine. The penalty shall be imprisonment and a fine if the victim has not attained eighteen (18) years of age.
