1. The capacity of merchant shall not be established for the following categories: a. Ministries, federal government authorities and local government authorities; b. Public benefit organizations, associations and clubs; and c. Self-employed persons who do not engage in commercial activities. 2. Commercial activities carried out by the categories set out in Clause (1) above shall be governed by this Law, except for activities excluded by virtue of a specific statutory provision.
