Provide, if it deems such action is necessary to safeguard the stability of the monetary and financial systems in the State, special loans or advances to Licensed Financial Institutions, on such terms and conditions as it deems appropriate, in cases of necessity during extreme economic circumstances or during which the concerned counterparty is exposed to liquidity pressures or is subject to resolution procedures by the Central Bank. 3. Discharge the function of “market maker” of last resort through open market operations, if deemed necessary to safeguard the stability of money and capital markets in the State,  adopting a broader scope across a wide range of financial instruments, including outright purchases and sales of non-marketable and illiquid securities or acceptance of such securities as collateral in repurchase agreements, and in collateralized loans or advances. Such open market operations shall be conducted by the Central Bank within the limits applicable to the framework of its monetary operations.
