The Authority may notify the interested parties of the draft regulations, rules, guidelines, circulars, and other decisions related to the organization of the Capital Market sector in the State prior to their issuance, to solicit observations thereon within the period specified by the Authority. Such notification shall include a copy of the draft, a summary thereof, and a statement of its objectives. This provision shall not apply in the following cases: 1. If such notification would result in a delay likely to cause detriment to the Capital Market sector in the State, as determined by the Authority. 2. If the draft aims to correct formal, typographical, or supplementary errors.
