Applies exclusively to repealing the identified chapter of the User-Rights Regulation and separating its content from the new number-portability regime.
Limitations and exclusions
Does not repeal the User-Rights Regulation as a whole and is not a duplicate of Decision 11: Decision 11 removes definitions and a separate chapter on promotional and commercial messages, whereas Decision 14 concerns only the former number-retention chapter.
