The Committee shall operate as follows: 1. Its Secretary sends the Chair a list of registered complaints with scanned copies of their files at least seven days before the session. 2. The Chair appoints one or more Committee members as rapporteurs to study assigned complaints and prepare a draft decision for each. 3. Sessions are held at the Authority or another place designated by the Chair. 4. The draft is presented to the Committee and deliberated in a confidential session after the complaint papers are reviewed. Proceedings are recorded in minutes signed by the Chair, attending members and Secretary. 5. The unconditional decision is issued after deliberation in accordance with Article 47 of the Law.
