A ship is registered under the Omani flag; an aircraft is entered in the national civil aircraft register and assigned marks. Registration establishes public-law status, but does not replace title evidence, technical certification, insurance or commercial operating approvals.

- A change to the Omani flag requires deletion evidence from the former registry plus ownership, class, radio, insurance and inspection documents.

Two assets, two separate registries
The maritime register is administered by the transport ministry and concerns entitlement to fly the Omani flag. The CAA maintains the national civil aircraft register, recording marks, aircraft particulars, the owner and, for an accepted lease, the lessor and operator.
Neither route reduces to forming an Omani company. The asset, owner, operator, finance, former registry, technical status and intended operation must first be analysed.

Maritime legal framework
The Maritime Law issued by Royal Decree 19/2023 governs registration and ownership, owners and crew, maritime contracts, safety, casualties, liability and insurance. Regulations and conventions applicable to Oman also matter for a particular ship.
The government service covers first-time and permanent registration, including transfer to the Omani flag. Vessel category, tonnage, use, owner eligibility and registry restrictions are checked before acquisition.

Documents for a vessel
For a flag change, the official service requests a deletion certificate from the former registry. Depending on the case, the file includes the builder's certificate or sale agreement, ownership shares and management authority, customs declaration, updated class certificates, commercial licence, radio licence, insurance and inspection records.
The applicant must be the owner or authorised representative. The service states that the applicant must be an Omani citizen or resident, that the vessel must not be prohibited and that inspection must be passed. A corporate filing route and signatory authority should be agreed before submission.

Maritime registration process
The public workflow consists of sign-in, application, inspection, approval, payment and certificate issuance. Fees vary by vessel type, use and tonnage and should be checked on the official service page when filing.
Post-registration duties continue: class and technical certificates, insurance, radio, safety, crewing and notifications of ownership or specification changes. A flag is an ongoing supervisory connection, not a one-off formality.

Aircraft and owner eligibility
CAR-47 Rev.05 covers ownership by the Omani government, an Omani citizen or company, a foreign individual lawfully resident in Oman and a foreign incorporated body. For a foreign-owned aircraft leased to an Omani person, company or the government, the CAA may register in the owner's name if it accepts the lease and continuing-airworthiness allocation.
The aircraft must not remain registered in another state and must be of a type eligible for a certificate of airworthiness. The CAA reviews the evidence; foreign corporate ownership alone does not guarantee acceptance.

Aircraft registry documents
CAR-47 requires the signed CAA application and ownership or lease evidence. A typical file includes passport or corporate documents, Aircraft Bill of Sale, certified lease and mortgage instruments, delivery certificate, aircraft description, type certificate and data sheet.
A previously registered aircraft requires deregistration or non-registration confirmation identifying recorded liens and, when imported, an export certificate of airworthiness or equivalent. IDERA records, powers of attorney and corporate signatory authority are added where applicable.

Registration, airworthiness and operation are different approvals
The CAA issues a Certificate of Registration to the person appearing as owner on the evidence; CAR-47 expressly says the certificate is not proof of title. A Certificate of Airworthiness is issued or renewed separately after documentary and technical review.
Commercial air transport, aerial work and management require separate consideration of the economic licence, AOC and operational approvals. A registered aircraft may still not be ready for lawful commercial operation.

Finance, mortgages and exit
The CAA publishes separate forms for entering, varying and discharging aircraft mortgages. Finance documents should align registration, governing law, insurance, IDERA and default deregistration.
For export, CAR-47 requires an aircraft description, destination state and evidence that each recorded rights holder has been satisfied or consented. Vessel finance likewise requires mortgages, charters, manager rights and lender consent to be cleared before a flag transfer.
