An Electronic Signature or Electronic Seal shall be reliable if the following conditions are met: 1. Be linked to, and fall under the full and exclusive control of, the Signatory. 2. Be capable of identifying the Signatory. 3. Be linked to the signed data in a way that can detect any alteration to such data. 4. Be created using technical and security techniques in accordance with the technical requirements specified by the Executive Regulations of this Decree Law. 5. Any other conditions specified by the Executive Regulations of this Decree Law.
