A penalty of incarceration for a period not exceeding (5) five years shall be imposed on anyone who unduly assumes any of the public offices. The same penalty shall be imposed on anyone who interferes with a public office or service, or performs any of its duties or requirements without being competent or entrusted therewith, for the achievement of an unlawful purpose or to obtain for himself or others a privilege of any kind. The penalty shall be incarceration for a period not less than one year and not exceeding (5) five years if any of the crimes cited in the first paragraph is committed by assuming the capacity of security or police personnel.
