A penalty of temporary imprisonment shall be imposed on whoever manufactures machines, tools or other things designed for counterfeiting, forging or falsifying any of the things stated in Article (239) of this Law or obtains such things with the intention to use them for such a purpose. A penalty of incarceration shall be imposed on whoever possesses such machines, tools or things knowing of their purpose.
