A penalty of imprisonment for a period of not less than (5) five years shall be imposed on whoever deliberately uses or imports weapons, ammunitions, explosives or military equipment, or attempts to do so in manner that endangers the funds of other people. If the explosive causes grave damage to such funds, this shall be deemed to be an aggravating circumstance.
