1. Without prejudice to any severer penalty, any person who establishes or invests a public warehouse without obtaining the license set forth in Clause (2) of Article (176) above shall be sentenced to imprisonment and/or a fine not less than (AED 20,000) twenty thousand dirhams and not more than (AED 100,000) one hundred thousand dirhams. 2. The court may, in case of conviction, order the closure of the warehouse until the violator obtains the required license, and it may also order the liquidation of the warehouse.
