Section Three: Special Substantive and Procedural Provisions · Chapter Two: Special Procedural Provisions
1. Penalties of terrorist crimes shall not expire or drop except after full implementation, or by virtue of a comprehensive amnesty or special pardon.
2. Penalties of imprisonment in terrorist crimes shall not be subject to any early release set forth in any law in force.
