1. A judge of the Court of First Instance shall be designated at the seat of the Court to render a judgment on a temporary basis without prejudice to the substance of the right involved on the urgent matters where the passage of time could affect them. 2. The Trial Court shall have the jurisdiction to hear such issues if they are brought before it by way of subordination.
