Applies to persons licensed for regulated activities in the water and wastewater sector under Law 40/2023, within the Regulation's defined perimeter.
Limitations and exclusions
Does not automatically apply to electricity and related water, which are governed by separate Decision 34/2026, and does not replace environmental, public-health, licensing, technical, cybersecurity or emergency requirements.
