Applies to the owner of an onshore facility or activity from which an oil or chemical pollution incident occurs, including pipelines and exploration or production operations; reporting requirements distinguish simple and serious incidents.
Limitations and exclusions
Does not replace an environmental permit, emergency-response plan, petroleum-sector rules, civil-protection requirements, damage liability or marine-pollution rules.
