Scope and exclusions
Applies to
Applies only to the acceptance of new applications for the specified specialist retail licence and only for the fixed six-month period. Any conclusion about the position after that period requires checking later ministry decisions.
Limitations and exclusions
Does not impose a permanent sector ban, cancel existing licences or, by its terms, suspend sales by already licensed operators. It must not be presented as an indefinite current moratorium without a separate later instrument.
