The Committee shall be formed by a decision of the Minister and shall comprise a chair, a deputy chair and three members who are not employees of the Ministry of Finance, its subordinate bodies or bodies under its supervision. One member must hold a technical post at the Ministry of Justice and Legal Affairs. The Minister may appoint alternate members. A Committee meeting is quorate only if attended by its chair, or the deputy chair where the chair is absent or unable to act, and at least two members. The Committee shall have a secretary and one or more technical experts appointed by a decision of the Minister. Committee members are entitled to attendance allowances in accordance with rules prescribed by the Minister.
