1. The Minister shall issue the necessary resolutions for the implementation of any of the provisions of this Resolution. 2. The Council may issue the decisions necessary for the exercise of the powers vested therein under this Resolution in relation to prior approvals, including the establishment of the rules, time limits, and procedures for the submission, review, and determination of applications for prior approval, as well as grievance procedures in respect of any decision issued thereby in this regard.
