A penalty of incarceration and a fine shall be imposed on anyone who causes sabotage or damage to a public road, airport, maritime port, land port, vault, or navigable water course. The penalty shall be life or temporary imprisonment, if the perpetrator uses detonation or explosives to commit the crime.
