A penalty of incarceration shall be imposed on any public servant who, abuses the power of his office, to stop or impede the enforcement of the provisions of laws, regulations, systems, resolutions or orders issued by the Government, or the execution of any judgment or order issued by a competent judicial authority, or to delay the collection of any funds, taxes or duties prescribed by the Government.
