A penalty of incarceration for a period not exceeding one year or a fine shall be imposed on whoever counterfeits, imitates, forges, or falsifies metal plates or other marks issued by governmental departments in execution of laws, regulations or systems. The same penalty shall be imposed on anyone who uses any of such things, knowing of its counterfeit or forgery, and on anyone who uses any such genuine plate or mark but without being entitled to.
