The provisions of Articles (97), (98) and (99) of this Law may not be applied upon issuing a judgment of conviction in one of the crimes against the State's internal or external security, with the exception of the felonies punishable by death or life imprisonment, where the death penalty may be reduced to life imprisonment and the life imprisonment may be reduced to temporary imprisonment for a period not less than (10) ten years.
