A penalty of life or temporary imprisonment shall be imposed on anyone who, without authorization, manufactures or imports explosives; and a penalty of temporary imprisonment shall be imposed on anyone who, without authorization, possesses or acquires explosives. Explosives include any substance included in their composition and which shall be determined by a resolution of the competent minister, as well as any equipment, machines or tools used in their manufacturing or explosion.
