A penalty of temporary imprisonment and a fine not less than (200,000) two hundred thousand AED, shall be imposed on whoever establishes, founds, organizes or manages a worship or religious teaching venue in the State without a licence from the competent authorities. If any of the acts mentioned in the first paragraph harms the national unity or the social peace or the public interest, this shall be deemed to be an aggravating circumstance.
