1. New provisions related to the barring of a claim by the lapse of time shall apply from the date of their entry into force to every period that has not yet been completed. 2. Former provisions shall apply to matters concerning the commencement, suspension, and interruption of the period for barring a claim by the lapse of time, for the period preceding the entry into force of the new provisions.
