1. Whoever establishes a channel or watercourse to irrigate their land, no other has the right to use it except with their permission. 2. Adjacent landowners may use the channel or watercourse for the irrigation needs of their land after the owner has satisfied their own needs therefrom. In this case, the adjacent landowners shall share the expenses of constructing and maintaining the channel or watercourse in proportion to the area of their land that benefits therefrom.
