1. The Authority shall have its own legislation governing the administrative, financial, contractual, procurement, and human resources affairs. 2. The Authority shall have its own organizational structure, as well as its own schedule of grades, salaries, benefits, and remuneration for its employees. 3. The Board shall approve the resolutions relating to the matters set forth in Clauses (1) and (2) of this Article, provided that the same shall be ratified by the Cabinet. 4. Federal legislation in force shall apply to the Authority with respect to any matter for which no specific provision is stipulated in this Decree by Law or in the systems and regulations issued in implementation thereof.
