1. Without prejudice to the right of the arbitrators to claim their fees and expenses from the parties, the Arbitral Tribunal may refuse to deliver the final arbitral award to the parties in case of failure to pay all the expenses of arbitration. 2. If the Arbitral Tribunal refuses to deliver the award in accordance with the provisions of Clause (1) of this Article, any of the parties may submit a request to the court, after notifying the other parties and the Arbitral Tribunal, to oblige the Arbitral Tribunal to deliver the award to the parties, after submitting a proof of payment of all the fees and expenses requested by the Arbitral Tribunal or determined by the court in accordance with Article (46) of this Law.
