Before sanction, the Registrar gives a written Warning Notice stating proposed action, reasons, at least 14 business days for representations, and material-access rights. After considering material and timely representations, the Registrar may abandon, issue a further warning, or issue a Decision Notice; failure to act in the prescribed time is deemed abandonment.
