Without the written authorisation of the Chairman of the Authority or the Chairman's delegate, no person may: 1. Break or remove seals or identifying marks previously placed by the Authority on machinery, equipment, laboratories or other items used in warehouses, stores or other premises conducting activities involving excise goods. 2. Convert any excise goods into other excise goods.
