01
The company is part of the operating model
Before submission, the product, customers, sales territory, import and export, employees, premises, currencies and regulated functions are recorded. This card determines the type of activity, form, licensing authorities and banking profile.
Broad language in the business plan does not replace the permitted activity code. Actual operations must be subject to commercial registration and special permits.
02
Basic forms of presence
Typical standalone company for operating activities and joint ventures.
Branch of a foreign company: the permissible activities and responsibilities of the parent organization are analyzed.
Project in Duqm, Sohar, Salalah, Al Mazunah or another site under the operator’s rules.
Limited presence without substitution of commercial activity, if the form is permissible for the purpose.
03
100% ownership - not a universal license
The Foreign Capital Investment Law allows full foreign ownership in many sectors and has abolished the general minimum capital. However, the list of prohibited species, industry conditions, approvals, capital requirements of a particular license and land restrictions are checked.
- Ownership
- Composition of participants and actual control
- Activity
- Availability for foreign capital
- Capital
- Realistic budget and special standards
- UBO
- Disclosure of ultimate owners and chain of control
04

- Location
- Mainland, free or special zone
- Sector approval
- Regulator before or after CR - by type of activity

Office, people and Omanisation
